Why does Washington plan for an extended presence in the war-torn country?

The Afghan president Hamid Karzai has said the final draft of a security pact between Kabul and Washington, which allows extended presence for US forces, has been finalized. The agreement must now be approved by an assembly of tribal elders and civil leaders or Loya Jirga. The central issue for the assembly is the issue of immunity for American troops that remain in the country after the withdrawal of Western forces by the end of 2014. Hamid Karzai said if the elders refuse to approve the Bilateral Security Agreement (BSA), it will not be singed. Loya Jirga is an assembly of tribal elders and civil leaders. If the assembly agrees, the deal will be sent to the parliament for final ratification. The agreement would allow US authorities to maintain legal jurisdiction over those American troops who remain in Afghanistan.
